Program Update: Gladney received four referrals from New Hope over the last month, 2 boys and 2 girls! Three families received civil rulings in December and last week three families were in Taiwan completing their adoptions. We recently received two final rulings and both families will be travelling this month!

Legislative Update: On November 11, 2011, the Taiwan Legislative Yuan passed amendments to the Children and Youth Welfare Act. This legislation has been under consideration since the latter part of 2010. Gladney has been monitoring the legislation along with our partner adoption organizations in Taiwan over the last year and we have posted information to our website(http://www.adoptionsbygladney.com/adoption/international/taiwan) as well as our blogsites to communicate this information to families in the process of adopting from Taiwan, as well as for those families who might be considering adoption from Taiwan.

The legislation addresses various aspects of child welfare, including adoption, and now requires the adoption of children, with the exception of adoption among relatives, to be arranged through a nonprofit, government-licensed adoption/child welfare organization. All organizations that Gladney works with, New Hope Social Welfare Foundation, Chung Yi Social Welfare Foundation and Cathwel Services are licensed organizations. In the legislation there are enhanced provisions governing adoption organizations and the approval of adoptive parents. The legislation states that domestic adoption is considered a priority over foreign adoption. More detailed guidance is expected in the upcoming year from the Children's Bureau in Taiwan regarding a uniform and nationwide system to ensure that children are available for domestic consideration before being referred for international placement. As we receive updates and new information, we will post the information to our web and blog sites, as well as update parents through individual phone conversations and email communications. Celebrating Chinese New Year

It is time to prepare for Chinese New Year, to say good bye to the year of the Rabbit and pray for luck in the new Year of the Dragon, 4710 which begins on January 23rd. Also known as Chinese Lunar New Year or Spring Festival, this important holiday is celebrated around the globe starting with Chinese New Year's Eve, a day when Chinese families gather from near and far for their annual reunion dinner.

As I pack up the Christmas decorations, I am already looking forward to decorating for Chinese New Year! Over the last fifteen years, we have collected many beautiful and memorable decorations from numerous trips to New York's Chinatown, souvenirs from our adoption trips and China Heritage Tour and gifts from family and friends. Cleaning the house, buying new clothes, getting haircuts and bringing signs of spring into our home are some of the pre-celebration traditions we share with our daughters to help them embrace this special holiday!

Our plans to celebrate this year already include attending the Gladney Family Association New Year party and a get together hosted by one of our travel group families. I am sure we will also see our local Gladney friends for a luncheon at one of our homes, complete with a red velvet cake, or for one of our adventurous treks into Chinatown for a walking tour, a visit to the flower markets or a program at the Museum of Chinese Americans (MOCA)!

When our daughters were in elementary school, they enjoyed telling their classmates how we celebrated the holiday. At first they were nervous, but as time went on, they became more confident and enthused to tell their stories, teach a craft and share fun holiday facts. Of course their friends looked forward to receiving the red envelopes with chocolate coins or other goodies. Now that they are older, they are eager teach younger children some of what they have learned and share their excitement.

There are always so many festivals and parties hosted by local cultural organizations, adoption agencies, libraries and museums to choose from! Hopefully, you will have the opportunity to participate in one or more and enjoy your own family traditions.

Special Waiting Child Webinar

Last night Gladney held a special Waiting Child Webinar that highlighted a recent trip to China and Taiwan by Pat Marcus, a pediatric physical therapist, who volunteers with Superkids charity. She visited with many of the waiting children who are designated to Gladney. During the webinar she spoke about her experience meeting the children and gave specific insight on each child.

Launched in December, this new, attractively designed website serves the GFA Community with up to date technology and the opportunity to go paperless where ever possible! Once members create a username and password, they have full access to the site. This includes the ability to browse and register for all the exciting GFA events, access to GFA newsletters and a members' only directory, which is updated daily rather than printed once a year! On-line registration and payment for events, as well as new memberships and renewals is simple, quick and secure.

My Reflections

As I reflect on the past year and ready myself for the hope and prospects of the year to come, I am reminded of how much I am blessed with. I am lucky to share my life surrounded by special people; my husband, family and friends. I am also fortunate that my work at Gladney Center is in line with my heartfelt passions. I am grateful for being able to play a small role in helping to bring families into the lives of orphans who would otherwise face a bleak future. Orphans with medical needs, especially visible issues, are considered outcasts in their own culture. When they are adopted into a family, they experience acceptance and belonging that they would not have known otherwise.

My gratefulness extends far – from the officials in China whose motto is everything for children, to my co-workers and supervisors who make working for Gladney such a privilege. And of course, to the ones doing the hard work, before and especially after the adoption – the adoptive parents! Over and over again I am amazed at your hope, faith and strength of character as you place your family’s future in the hands of caregivers, social workers, immigration officers and foreign governments! I am often encouraged through your emails and blog postings, and for this I am truly thankful.

I hope that when you gather with your family and friends over the holidays – either with your adopted little one(s) at your table for the first time, the 10th time, or simply in your hearts this year, that each and every one of you has a happy and blessed holiday season.

Chinese New Year's Area Celebrations

Chinese New Year is on Monday, January 23, 2012. Over the next few weeks, as the holiday approaches, keep your eyes open for celebrations in your area. Numerous groups have parties, dinners, march in parades, etc.

Gladney Chinese New Year celebration information is now posted on the Gladney Family Association website (click here for the GFA Network Events calendar, then choose January 2012 in the drop down Date box).

Check your area's Families with Children from China website or local cultural organizations and museums for other New Year activities.

Connecting with your Child's Culture

Keeping a connection with your child's culture comes in many forms. There are the subtle, day to day activities like eating at local restaurants and visiting markets that specialize in traditional foods, or watching movies, reading books, and discussing current news events and politics that relate to your child's birth country.

A more formal connection can be established by enrolling in language and culture classes, or belonging to associations (Gladney Family Association, Families with Children from China or Organization of Chinese Americans) and local museums (Museum of Chinese Americans) that celebrate and teach the culture. These organizations are a wonderful resource for media materials, local activities and celebrations. They can also offer ideas, such as suggestions on how your child can celebrate Chinese New Year in school.

Staying connected with other adopted children, either from the child's travel group or children from the same country, is invaluable when it comes to solidifying the cultural connection. Meeting for social gatherings, going to local cultural fairs, attending officials' visits or sharing in holiday celebrations, give children the opportunity to have fun being together and share special moments.

For some adoptive families, traveling to the child's birth country for a heritage tour offers them an amazing way to see, hear and taste their birth country's culture first hand.

Celebrating the Gift of Giving in Non Material Ways

At this time of year, when gift giving is at the forefront of our thoughts, an increasing number of charitable minded people choose alternatives to traditional material gifts. Teaching children that there are options to material gifts can be a rewarding and eye opening opportunity. The gift of time in the form of service to others can be a heartwarming experience. Gathering items for orphanages and foundations in Asia or raising money so essential items can be purchased are examples of service projects that benefit others in a meaningful way.

Another option to traditional gift giving involves a donation made in someone else's honor. In lieu of giving a traditional gift, a monetary contribution is made, usually to a not-for-profit organization that has significant meaning to the person being honored. For Gladney adoptees, a contribution can be made to one of the many wonderful programs that help children in their birth country (click here).

Pat Marcus is a pediatric physical therapist in New York State. She has participated in several Superkids trips to Asia to work with children and caregivers in orphanages to enhance the lives of children with physical disabilities. Pat recently travelled in November with Superkids to China and Taiwan with Gongzhan Wu, Managing Director of Gladney Center for Adoption's Asia programs.

Recommended Vaccinations

As parents preparing for the adoption of a child, we often are very focused on the health of the child we will be adopting. However, it is important that we also take care of ourselves to make sure that we are protected from infection and disease.

The National Council for Adoption (https://www.adoptioncouncil.org/) has alerted the adoption community of a recent recommendation by the American Academy of Pediatrics (APA) that family and close contacts should receive the Hepatitis A Vaccination. To read the full APA report click here.

Before your travel, consult with your doctor to discuss which vaccinations are appropriate for your travel plans. This will depend on your personal vaccination history, as well as the specific overseas region you will be travelling to. Some immunizations may need to be given in a series over a number of months, so plan ahead! A helpful article that provides guidance for adopting parents preparing for international travel can be found here.

Gongzhan Visits Asia Accompanied by Pat and Edna

Gongzhan Wu, the managing director of Gladney’s Asia programs, is travelling throughout the month of November to various cities in Asia. On the first leg of the trip, to Taiwan, Shanghai, and Harbin, he is accompanied by Pat Marcus, a pediatric physical therapist from New York. In Taiwan, Gongzhan had a chance to meet with the social welfare organizations through which Gladney’s adoptive placements occur. During his recent visit to Shanghai, it is rewarding to see that Gladney’s partnership with the Shanghai Children’s Home continues to strengthen, with Gladney providing training and consultation, as well as continuing to advocate for the adoption of older children. It is our hope that we can build similar partnerships in other areas of China, as well as in Taiwan.

This current trip is a wonderful opportunity for us to share Gladney’s long 125 year history of helping children find adoptive families. Bringing Edna Gladney along on the trip has been quite an experience! She seems to be agreeable with the arduous travel schedule – always smiling!

31st Annual APC Adoption Conference

During the month of October we received several civil and final rulings. And thus, as Novemberunfolds before us we are busy planning for five families to travel to Taiwan to complete their adoptions to bring home their daughters and sons! Included with these families is one family who will be adopting a sibling set, two sisters, through the Chung Yi program.

Last month one family completed the adoption of their son and returned home to Illinois. Two more families adopting little boys are in Taiwan currently. In October, Gladney received 2 more boy referrals from New Hope - a baby boy under 6 months old with a minor special need, and this week, a referral of a healthy boy approximately one year old. We also received a referral through our Chung Yi program for a two year old boy. Last week Gladney submitted a dossier on behalf of a family adopting a litle girl through Cathwel and we currently have one family working on their dossier to adopt a baby girl from New Hope.

One of our families who returned home in September recently sent us an email and shared this photo and news:

Kobi took to us right away when we met and transitioned very easily to us. We met only his foster mother, who was very nice. She said that Kobi loves people and was an easy boy to take care of. The foster mother didn't cry at the transition - she smiled the whole time and made it go very smoothly.

Mr. Yeh was wonderful, although he makes you eat alot of stuff that is different! In other words, he doesn't take no for an answer on what you order! We eventually got used to the lax ways of the country, i.e., no car seats, kids on scooters, and even a small zipline that Travis and Kobi both did! Kobi slept 9 of the 12 hours on the flight from Taiwan to San Francisco.

Kobi is a very busy little boy! He loves daddy and says "da da" already. We are home getting adjusted and I'm so glad I have a little boy! -- Andrea and Travis (Illinois)

Gladney Center for Adoption is honored to host 5 officials from Shanghai next month! Representatives from the Shanghai Children’s Home (SCH) and local government will be travelling to the US to meet with agencies and families to learn more about the adoption process from the other side of the globe.

Gladney will hold two events, one in the Dallas/Fort Worth, TX area on Wednesday, Sept. 14th and another in NYC on Monday, Sept. 19th to welcome our visitors. The officials are also excited to mingle with families who have adopted from China, as well as families that are interested in adopting through Gladney’s Shanghai Children’s Home partnership program.

Another exciting day in Taiwan! We started our day meeting with Ms. Debbie Kao and Yuka, two representatives at Chung Yi. I was able to tour the baby home that was finished last summer and to say hi to a few of the children eating lunch! They were very interested in who I was and one little guy kept yelling auntie to me in Chinese.

In the afternoon we attended a meeting with newly united mother and daughter! Tori was so happy to see her mama and to be welcomed into the family by sister Tatum!

Today, I leave Taipei for Shanghai. I will have my memories, connection to the culture and history of Taiwan, continued and nurtured relationships but most importantly I leave with a stronger commitment to family and serving the children of Taiwan from this trip!

Cathwel and New Hope Visits!

Greetings from Taipei Taiwan! I arrived late Saturday evening and our official business started early Monday morning with a visit to Cathwel Service and in the afternoon a visit with New Hope Social Welfare Foundation.

While at Cathwel, we met with adoption related staff including director, Sister Rosa. Below is a photo of Gongzhan and I with some of the Cathwel staff who provide adoption and birth parent services. I also took a quick tour of the center witnessing the care provided to the infant and toddlers and was able to see a few of the therapy and developmental stations that the center has to offer. It was nap time so I was only able to snap a quick picture of the little guy below who is matched with a Gladney family (he wasn't too interested in napping)!

New Hope Social Welfare foundation is located in Taichung, Taiwan, a city of about 2.3 million people just 2 hours outside of Taipei. Gongzhan and I took a tour of the three floor office and met for several hours with foundation, adoption and birth parent related staff members.

It was an honor to meet the individuals I work with on a daily basis furthering our relationship and commitment to serving children and families. I look forward to updating you more about my visits with foundtion staff when I return to the office the week of June 14th.

On Tuesday we visit Chung Yi Social Welfare Foundation and in the afternoon witness placement of a family with their child!

I hope to post more photos before my departure to Shanghai on Wednesday AM.

This is an opportunity for families hoping to adopt infants and toddlers from an Asian country! Due to the long wait with other international adoption programs, dual tracking may be considered on a case by case basis.

Gladney estimates an approximate 8-14 month wait from home study completion/translation to child referral with the Taiwan New Hope program. Time frames are estimates as the program is a birth parent selection program. After referral it will take an additional 8 months to complete the Taiwan court process and then families will travel to Taiwan to met their child and complete the U.S. immigration processing.

“DOMESTIC FIRST” -- Promoting Domestic Adoption Within Taiwan: Policy and Legislative Changes

As has been summarized and reported earlier, revised child welfare legislation is currently under consideration by the government of Taiwan. One significant policy change/guideline for US families planning to adopt from Taiwan is the policy of “domestic adoption first” – placing a priority on considering domestic families first for children, before considering international adoption. Acknowledging that it is not possible for all children to remain in their country of birth, best practices in child welfare support sound intercountry as well as domestic adoption polices so that orphaned children can be placed with loving, permanent families—either in their country of birth or through intercountry adoption.

Procedures for implementing the “domestic first” policy are under consideration by the Taiwanese legislature and include the use of a domestic database as well as other procedures to ensure that children are able to be considered first by Taiwanese families residing in Taiwan. It is expected that children will be available for domestic adoption for a period of approximately six months before being available for international adoption. In cases where children are harder to place, e.g., children who have, or are at risk for, medical conditions or developmental delays, earlier consideration for intercountry adoption may be possible. As of this time the effective date of the various provisions of the new child welfare laws are unknown.

Based on these considerations, Gladney anticipates that the youngest children matched and referred to US families will be six to seven months of age and older at referral. As the Taiwan court process generally takes approximately 8 months to complete, it is reasonable to assume that the youngest children coming home from Taiwan with their US families will be approximately 14 months in age.

In Gladney's blog post on January 13, 2011 regarding legislative changes in Taiwan, we reported that significant changes to the child welfare system, including adoption process was expected with the new passage of the Children and Youth Welfare Rights Protection Act.

The new law provides for additional regulation of persons or organizations providing adoption services. To avoid child trafficking, only licensed organizations can process adoptions under the new law. Penalty for violation of the law will be put into place for non-licensed individuals or organizations providing adoption services. Currently, there are 10 licensed entities able to provide adoption services, both domestic and international. This includes 3 government orphanages, one quasi-governmental organization, and six private foundations.

The organizations that Gladney partners with, i.e., Cathwel, Chung Yi and New Hope, are all on the list that Taiwan government has published. Other licensed organizations by the Children's Bureau in Taiwan ROC include: The Northern Region Children’s Home, Ministry of Interior; The Central Region Children’s Home, Ministry of Interior; The Southern Children’s Home, Ministry of Interior; Child Welfare League Foundation; Good Shepherd Welfare Services Tainan Babies’ Home; The Home of God’s Love; Christian Salvation Services.

Working with licensed organizations in Taiwan makes it more likely that a visa is issued to children adopted by our adoptive families. The adoption process for Gladney families with referrals has continued un-interrupted to date. As Gladney continues to partner with Cathwel, Chung Yi, and New Hope- we will monitor the status of the proposed act and provide additional information and updates through passage.

The Children and Youth Welfare Rights Protection Act

There are significant legislative efforts underway to revise the current laws of Taiwan (Republic of China) in reference to the social welfare of children and youth. These efforts will surely have an impact on the adoptions in Taiwan, whether domestic or international. The law under revision is entitled “Children and Youth Social Welfare Law”. This law has been in effect since 2003 and contains 75 articles.

The new proposed legislation is entitled “ The Children and Youth Welfare Rights Protection Act”. The new law contains 115 articles. The title of the act, as well as the increased number of provisions, demonstrate the scale and scope of the changes being made in the area of child welfare.

According to the government in Taiwan, the new legislation will make some significant changes to the adoption systems in Taiwan. To avoid child trafficking, only licensed organizations can process adoptions under the new law. Penalty for violation is NTB 300000, which is about USD $10,000. Another change is that prospective adoptive parents (PAPs) are required to take training courses, undergo mental health and physical health assessments, as well as obtain drug and alcohol clearances, etc.

While the timing is not yet determined, passage of the new law is perhaps expected after the Chinese New Year in February, 2011. However, the government has already been very actively making guidelines, and procedures for implementation as of the effective date of the new law. One policy guideline, which is significant for US families planning to adopt from Taiwan, is “domestic adoption first” – placing a priority on considering domestic families first for children, before considering international adoption. Procedures for implementing this policy guideline are under consideration and include the use of a domestic database to list children for a period of time prior to consideration for international placement. Gladney will continue to monitor the status of the proposed act and provide additional information and updates through passage.

Report from Naveia's mom- With each new season and holiday brings with it new words and first experiences. For example Naveia has always asked if she can pet any animal she sees in a book. So when she saw an ornament of Santa petting a reindeer she said, "Why can Santa pet a reindeer and not us?" I realized at that point she doesn't even know that the reindeer pull Santa's sleigh. That night we read The Night Before Christmas and she experienced the special connection Santa has with his reindeer.

November is Adoption Awareness Month and there will be numerous events throughout the country for adoptive families to attend. A list of events by state can be found on Adoptive Families Magazine's website.

In New York, the Adoptive Parents Committee (APC) will be holding their 30th Annual Adoption Conference on November 21st at St. Francis College in Brooklyn. Gladney will have a table at the event and several of our staff will present on a few of the panel discussions throughout the day. Celebrating Tessa's First Gotcha Day!

Adding Tessa to our family was like adding the cherry on top. We had two beautiful children (both adopted from Colombia) and a rock solid marriage, but yet, a little something was missing. That something was Tessa. She is absolutely amazing. We couldn't have asked for a better child, or a better experience.

Tessa and Parents (Taiwan- August 2009) Taiwan is an amazing country. Before we traveled and studied Taiwan history and culture, I always assumed it was a country of manufacturing plants and congestion. While this may be true in parts of the island it is definitely not true for much of it. The entire east side is one lush tropical mountain range. The scenery was stunning. And the people of Taiwan...they were incredibly accommodating and hospitable.

Tessa is our dream come true...she bonded completely and passionately, and has stolen each of our hearts. We can't thank you enough for helping us complete our family.

We are seeking an overseas volunteer to fill the position of: Taiwan Adoption Advocate.

The primary responsibility of the volunteer Taiwan Adoption Advocate will be to assist and support Gladney’s Taiwan adoption program by acting as an advocate/liaison providing information about the Gladney Center organization during adoptive families’ adoption court proceedings. From time-to-time other opportunities to volunteer may also present themselves.

Requirements:
- Excellent English communication skills; both verbal and written
- Computer proficiency
- Public Speaking experience

The ideal volunteer applicant will also have:
- A Masters degree in human services
- Work / volunteer experience with a nonprofit organization
- An interest in, and willingness to learn about, intercountry adoption

Start date: When filled – preferably late summer/ early fall 2010
Duration: 6-9 months with possibility to extend.

This is a volunteer position with no stipend or salary.
Ideally we are looking for an American citizen currently residing in Taiwan, or planning to relocate there, for personal reasons.

Gladney Opens the Door To Taiwan Adoption

In August 2008, Gladney Center for Adoption began our Taiwan adoption program. With the support of three Taiwanese child welfare institutes, Cathwel, TWCA, and Chung Yi, Gladney is pleased to open the Taiwan program for new families desiring to adopt an infant, special needs child, or older healthy child!

Gladney’s Taiwan program works with three child welfare institutions in Taiwan. Within these programs, birth parents are typically involved in the adoption process. Birth parent involvement is limited and all adoptive family information shared is non-identifying. Continued communication after placement, between the birth parent and adoptive family, is coordinated between the child welfare institution and Gladney.

Referrals to the orphanages are made when a birth mother decides to relinquish her rights to the child or the child is referred by social service departments of the local county governments. Because of the varying referral sources, children are between 2 months and approximately 12 years. Healthy and special needs children are available, both male and female.

Because the children are placed in private orphanages or foster care, children receive individualized care.
